              Whilst being grated to different contents, the criticalness of freedom and equality still exists in
            the mechanism of library rights. Hence a thorough understanding of their corresponding contents,
            relationships and basis of unity as well as themselves is required. How to distribute the proportion
            of these two aspects and ultimately ensure and guarantee this proportion by the system is the
            primary task in current situation. The assurance and distribution by the system should first ensure
            the fulfillment of equality and freedom, then give the probability of their dynamical development
            with an awareness of the influences of the nation through the whole process. The fulfillment of
            equality cannot do without the national public power intervention. Since the library rights are
            positive rights, the national government is suggested to support the library development and to
            provide resources so that the transition from currently a necessary right, via a legal right, to a
            realizable right is fully accomplished.
              The claims of library freedom and equality show the public and welfare characteristics of
            libraries, motivating their continuous development and enhancing their role in social life, which
            play an irreplaceable role in the reassignments of education resources, the ability improvements
            of users, and the rise of the level of education, which cannot be substituted by other communities
            or activities (such as bookstores and book fairs), and have important social impact for the justice
            realization.
