books within specific scopes or on specific issues selectively (Ke, 1998).The compiling rules could
help publishers and related agencies to grasp relevant trends timely to some extent. For example,
increasing the number of books on reading methods (M. Y. Wang, J. J. Xu, & Z. M. Lu, 2012),
is seldom involved in existing bibliography. Publishing books on celebrities’ way of reading and
collection, may bring not only economic benefits for publishers, but also obvious social benefits.
It would be conducive to guiding people to choose, use and collect books, thus to improve the
reading literacy of citizens.
As the source of knowledge, the reading resources production determines the reading content,
mode and habit of citizens. Controlling the quality of various types of reading materials from
the source, is an essential part for promoting the national reading development. The research and
practice on this is rather few. It is especially important for setting the assessment standards on
reading resources production and ensuring the quality of reading resources from the source.
1.2 The assessment on reading resources transfer
When constructing the national reading system, reading resources transfer means the dissemination
and distribution of various types of reading materials, which is the intermediate part of the reading
resources flow chain, and the key to the national reading program. The assessment on reading
resources transfer is to answer the question of how to read, including 1) Where to access reading
resources and read, i.e. reading facilities; and 2) How to develop the reading interests and habits of
citizens, and create good reading atmosphere, i.e. publicity and promotion.
1.2.1 The assessment of reading facilities
Reading facilities refer to the place where readers access reading resources and read, including
nonprofit and commercial ones.
(1) The criteria for nonprofit reading facilities
Nonprofit reading facilities are set up by the government and provide free reading services to the
public, among of which libraries play a vital role. Internationally, traditional evaluation of libraries
generally depends on rigid targets, such as planning and layout, library resources, funding, etc.
It is aimed at providing equal access to the public culture services for all people, with balanced
distributed reading facilities, comprehensive and systematic resources, and sufficient and effective
economic security. As early as 1956, the Public Library Service: A Guide to Evaluation, with
Minimum Standards released by the American Library Association stated explicitly that, “there
should be a community library easily accessible to every reader”, and “the community library
should have sufficient resources to enable it to provide the most frequently and requested material
from its collection”(American Library Association, 1956, p.14). In 2010, IFLA and United Nations
Educational, Scientific and Cultural Organization (UNESCO) jointly issued the Public Library
