interviews with the former Premier Zhou Enlai, causing a sensation in the Chinese library circle.
Later, he was appointed as the Head of the National Book Union Catalogue Board, and contributed a
lot to Chinese union catalogue work. In short, studying and working in many important institutions
at home and abroad, and dedicated to library-related work all his life, Teng was among the Chinese
model library scientists in the 20th century. His personal life and academic course can be seen as a
miniature of Chinese library scientists’ endeavor, which deserves close attention.
Regretfully, Teng’s life, academic works and contributions were ignored by for a long time.
On the basis of painstaking textual work, this paper makes a detailed survey of his life, focusing
on his library-related education and employment career. In order to get an overall understanding
of his academic thoughts, this paper makes a textual analysis of his bibliographic works, such as
Recommendatory Chinese Reference Books, Union Catalogue of Books on Chinese Mathematics in
the libraries of Peiping, A Catalog of Chinese Frontier Books, Reference Work and Basic Reference
Works and Several Basic Problems of Compiling the Union Catalog. Three characteristics of his
academic career and achievements were sum up. They are as follows: Firstly, Teng held fast to the
principle of National Peiping Library and served for the scholars wholeheartedly; Secondly, Teng
was honored as a walking encyclopedia for his bibliographical works on many disciplines; Thirdly,
Teng dedicated and contributed greatly to the cause of union catalogue during China’s “March
towards Science”. In the end, The author calls for further research to Teng Yenlin.

An essay on the foundation of scientific philosophy and the principles of

Ontology, epistemology and axiology construct the philosophical core, while methodology links
epistemology to ontology. Epistemology determines methodology and guides sciences. There
are three paradigms in sciences, and science is characterized by logic, verifiable and quantitative
properties. Since Library and Information Science (LIS) belongs to sciences, it matches the three
characteristics. The article is organized by a logic chain from philosophical views, scientific
philosophical paradigms to LIS approaches, in which the author contributed the 2S2R model for
guiding research and suggested “generalized double verification” for integrating qualitative and
quantitative methods, theoretical derivation and practical verification. Once that double integration
becomes a methodological principle, the qualitative and quantitative methods can be unified. This
