and social conditions as well as public library development is the focus of socialized development
in the process of revitalizing public librarianship in Central China.
The core of Internet+ in public libraries is the integrated application of Internet thinking,
technologies and results in public library services. The network conditions and digital services in
public libraries have already been laid a good foundation and have achieved fruitful achievements.
It is inevitable to expand and deepen the networking and digital services to revitalize Central
China. Therefore, new breakthroughs should be focused on the following three aspects.
Firstly, to establish the online platform of county central-branch public library system is the key
to deepen the networking and digital services. Nowadays, to construct the central-branch system,
it is not enough to make reforms in organization systems. It is requisite to build the one-stop
integrated service platform with regional communication, which combines information diffusion,
resource sharing, service appointment and provision, demand feedback, data analysis and online-
offline interaction. In this way, we can realize the integrated construction and development of
major digital cultural projects and connect the national public cultural support platform and digital
library service platform.
Secondly, to transform operation process and innovate service mode based on the Internet is
another key point to deepen the networking and digital services. In recent years, public libraries
in China have made remarkable achievements in the transformation of operation process and
service mode supported by the Internet. For example, the Inner Mongolia Library’s Cloud
Service allows users to choose books for further acquisition with the help of Internet. The Suzhou
Library advances Online Booking and Community Delivery. The Jiaxing Library integrates all
its services to Culture with You which is a comprehensive service platform. Besides, there are
other innovations, such as Reader Self-lent System, Book Sharing System, Library Donation
Delivery System and other national reading activities online and offline. These innovations make
a breakthrough in optimizing operation process, attracting public participation, improving service
efficiency, etc., which are “Created in China” public library services. Further emancipating the
mind and renewing ideas to integrate Internet thinking, technologies and achievements with public
library services, is crucial to achieve leap-forward development of public libraries in Central
China.
Thirdly, resource construction should correspond to demands more effectively. The digital
resource construction of public libraries in China has achieved remarkable progresses under the
impetus of the Culture Sharing Project and the Digital Library Promotion Project. The current
task is to further improve the content and form of digital resources and to link up with needs more
effectively. In content, digital resources should satisfy the demands of urban and rural public
of the well-off society by providing plentiful, diversified and appropriate resources to meet the
increasing cultural needs of the public. In form, digital resources should adapt to the popularization
of wireless coverage and mobile terminals, and develop carriers which can be commonly used in
mobile terminals, such as micro video, micro audio, MOOC, etc. The combination of online and
