Areas. Wujiang District Library provided the services of unified acquisition and union cataloging
and Borrow Anywhere, Return Anywhere (BARA) service for the service center. Two bookmobiles
served the “Four-sphere” Service Center in supplying books regularly and offered stop service
(Qiu,2010; Pan, 2011). And Zhangjiagang City further offered public electronic reading room on
the basis of the “Four-sphere”, known as the “Five-sphere”. In 2013, the Publicity Department
of Anhui Provincial Party Committee learned from Zhangjiagang’s practices and encouraged the
county libraries in Anhui to integrate public information service resources in rural areas. These
practices made it possible for the farmers to enjoy relatively professional information service. The
Guidance proposed the requirements that the integration of different resources and connectivity
between Village Library and county library should be promoted and the eligible Village Library
should be transformed into branch library. These requirements must absorb the achievements of the
exploration and researches above.
In this stage, the researches mainly focused on analyzing and studying from different
perspectives the deep-level problems, difficult problems and factors contributing to the sustainable
development, besides the study of system design for building demonstration zones and the
summarization and analysis of cases showing the building achievements. Yu Liangzhi (2011)
believed that central-branch library could promote the professionalization of grass-roots libraries
and guarantee the information service in rural areas. Li Guoxin (2013) analyzed the establishment
of corporate governance, the improvement of service ability and the mutual relationship
between innovation and system. Ni Xiaojian, Gao Ying and Yu Min (2014) proposed a variety
of patterns for integrating resources. Feng Jia (2014) studied system design and its relationship
with the construction of central-branch library. Jin Wugang (2015) analyzed the ways to realize
the construction of central-branch library at the county level. Qiu Guanhua (2015) discussed
the approaches to improve service efficiency and achieve sustainable development. Zhang Yan
(2015) took central-branch library as the most effective way to realize library rights. Ke Ping
and Zou Jinhui (2016) put forward that the central-branch library system could break through
the development bottlenecks of township library. Moreover, Jin Wugang and Li Guoxin (2014)
made a comprehensive introduction of the origin, status quo and future trend of central-branch
construction.
2 Some reflections
The construction of main and branch libraries has been carried out for 17 years, and the concepts,
constructional elements, necessity, superiority and operational rules have already become well
known within the library community. Moreover, the Central Government has been advocating
Nationwide Reading programs for four consecutive years in the Report on the Work of the
Government. The General Office of the CPC Central Committee and the General Office of the
