                                             modern public cultural service system: Based on investigations of county public libraries


               sector to shift from the conventional mode of relying on fiscal investment and planned management
               and adopt a mode of open governance to embrace non-government sectors in the context of market
               economy. Behind this transformation is the issue of transforming mode of existence of cultural
               institutions and reforming system of the cultural sector. It is involved with the existing pattern of
               interests and intensive efforts must be sued to deepen the reform of the cultural system so as to
               address upcoming challenges.
