Through searching the Chinese Legal Knowledge Database (CLKD), the Peking University
Law database (PKULAW), the National Standard Information Service Platform, and the CNKI’s
Standard Database, etc., by July 2020, a total of 490 institutions and policies, 379 standards and
regulations have been collected. The corresponding feature analysis is carried out according to the
data. Based on factual cases, widely used information organization tools, far-reaching effects of
indexing tools with Chinese characteristics are summarized.
Based on literature research and case analysis, the successful practice of solving the “China
problem” in library science is summarized, including promoting the standardization and
equalization of public cultural services, promoting, guiding and serving the reading activities of
the whole people, serving the public digital cultural project and benefiting the people through
culture, carrying out the ancient book protection plan and inheriting Chinese traditional culture,
implementing innovative development model of the library service system with Chinese
characteristics, building a guarantee system for resource co-construction and sharing, serving
the disadvantaged groups and caring for humanity, and promoting development through library
evaluation. It also summarizes the characteristic field services that show the vigorous development
of Chinese library science, including characteristic collection services, disciplinary knowledge
services, digital humanities services, government information services.
This research proposes that the application practice innovation and development of library
science in China can be strengthened from the following aspects: 1) making a Chinese voice on the
world library stage and increasing its influence. 2) ensuring the implementation of library system
policies, strengthening the execution. 3) carrying out library standardized maturity assessment to
enhance the effectiveness of standards. 4) adopting the library plan according to local conditions,
highlighting the radiation ability. 5) carrying forward the advantages of library service in
characteristic fields and enhancing the capability of high-quality development.

Phenomenology, phenomenography and the experience-based paradigm of
user studies: philosophical foundation, core concepts and methodology of
information experience research

Information experience research is a new category of user-related research in library and
information science, following information behavior and information practice. This paper aims to
offer a systematic and critical review of existing information experience research. It does so by
surveying, comparing and synthesizing related literature published in major library and information
science journals since the 1990s. Based on this literature, it examines the background against
which information experience research emerges, and explicates its philosophical foundations,
