| Since the time of China's economic reform and the opening to the outside world，the public libraries in Liaoning Province have already changed from the close model towards the open one,and from the passive services .to the active ones. During the between 1986 and 1990, there were 39570 service problems,among which 5494 were reported to the leadership for rewarding the" Prize of Achievements in Excellent Services" and had brought about indirect economic benefit of 1. 2 billion Chinese yuan. 2 ills.
