| In order to solve the problems of the very poor collection of foreign language periodicals, the high ratio of duplicates as well as the inability to meet user demands，a regional or national periodical center might be established. It should be an entity of periodical documentary informations with autonomous management, sole responsibility of its profits or loses, self accumulation, self development and self restraint. 22 refs.
