For building a retrospective bibliographic data base, perhaps large funds and manpower will have to be put in and it may be completed after untiring efforts of several months even ten and more years because of the differences of the length of history and the size of collections among libraries. Problems of the planning process and quality control for building the data base are also discussed. 5 refs.
