| 西方国家基层图书馆已有350多年的历史。在我国,基层馆建设还处在自发阶段。在基层馆建设上,我国与西方国家有着明显的区别,表现在:发展现状不同;法制状况不同;社会环境不同;办馆主体不同。目前,我国对基层馆的建设还存在着“先发展后立法”、“先致富后建馆”、“基层馆国家建”的三大误区。参考文献2。 |

| The development of libraries at basic level in Western countries has already had a history of more than 350 years, while the development in China is still in a spontaneous stage. There are many differences in the development of libraries at basic level in China and in Western countries in the following aspects: development stages, legal conditions, social conditions and responsible subjects.
