| 美国公共图书馆经费保障制度的形成历经自然演化、制度确立、州政府参与和联邦政府拓展的演进过程。这种制度通过自然演变到人为确立，再以图书馆专门法的形式XE"图书馆专门法"得以固定，最终完成制度的形成和变迁。美国公共图书馆经费保障制度的演进过程是各种利益主体和各级别政府逐步参与到图书馆事业中，并推动图书馆事业各项相关立法的实现过程，这对于构建我国图书馆的经费保障制度具有参考价值。参考文献9。 |

| The development of American public libraries funding guarantee system includes natural stage， system establishment， state government participation， and the federal government expansion. The changes and formation of the system were from natural succession to man establishment， and fixed by official legal form of library law. The evolution of American public libraries funding guarantee system is a process that various kinds of interest subjects and all levels of governments gradually involved in the public library affairs， and a realization process of library legislation construction.It imposes a practical significance on the construction of the funding system of libraries in China. 9 refs. |
