      本文对我国公共信息服务的社会共治模式进行研究,阐述了以社会治理理论为指导的公共信息服务模式优化的内涵和模式构建的要素变量及其内在逻辑关系。在社会共治视角下,公共信息服务模式优化就是要形成公共信息服务主体这一自变量的网络化结构,完善公共信息服务产品的立体化结构和服务过程的标准化流程这两个中介变量,以提高公共信息服务绩效这个因变量。在此模式框架的基础上,以公共信用信息服务为例,通过对比上海、江苏两地公共信用信息服务政策,论述公共信息服务社会共治具体实践模式的可行性。图2。表1。参考文献22。

Public information service is the primary requirement and inherent concept of the construction of service-oriented government. Although preliminary results have been achieved in aspects of information open, science data open and geographical information service, obscureness still exists on choosing the bodies as well as defining the role of public information service, which is evidently fragmented; and as a result, capacity, quality and performance of public information service are to be improved. Therefore, there is an internal requirement for deepening public information service to do research on the theory and application of optimization and realization of public information service mode in China in the perspective of social co-governance.
The fundamental theory of social co-governance mode for public information service is discussed with methods of theory assumption, scenario analysis and trend prediction. In the perspective of social co-governance, optimization of public information mode suggests that network structure of bodies of public information service as the independent variable be formed, and three-dimensional structure of products and standardized structure of service organization of public information service as the two intermediary variables be perfected in order to improve the performance of public information service as the dependent variable. In fact, interactive relationship of these three variables is a pattern of social co-governance in macroscopic level under which interaction and coordination of internal factors in these three variables is the social co-governance in microscopic level. In the construction of social co-governance mode for public information service, factors of independent variable are embodied through the transformation from unitary sourcing to composite sourcing for public service information and the formation of basic pattern of co-governance and role specialization of government, market and social entities. Factors of intermediary variable are embodied through optimization of public information service, which includes enriching forms, advancing functions and unifying standards of public information service, and process re-engineering, which means realization of synergistic supply institution through communication, coordination and collaboration by multi-bodies of public information service with shared goals. Factors of dependent variable are reflected in the design and application of performance evaluation of public information service, the evaluation design of which includes evaluation content, evaluation method and evaluation process, and the application of which is to inform the independent factors with the feedback of evaluation results so as to provide fundamental basis for adjusting, optimizing and formulating public information resource management policy and public information service mode in China. Based on the systematic study about the social co-governance mode of the public information service, this paper demonstrates the feasibility of the detailed social co-governance mode of the public information service by the contrastive analysis of the public credit information service policies in Shanghai and Jiangsu.
Compared with other studies, the paper is unique in that public information service mode in China is constructed in the perspective of social co-governance, while the existing mode of public information service is supplied only by government agencies or public institutions. The value of the present study is also refleted in its considering relative factors and variables of optimization of public information service in a systematic framework in order to propose an effective solution to the problem of fragmentation in research and application of public information service at present. In perspective of theoretical contribution, theories of information resource management could be enriched and theories of service-oriented government could be completed by the present study. In perspective of application, our study is based on local or practical experiences in public information service, inherent requirement of social governance, and attaches importance to reformation of public information service from ‘top-down design’, and therefore could provide solutions to practical problems of public information service such as fragmentation, lack in quantity, deficiency in quality and etc. 2 figs. 1 tab. 22 refs.
