乡村振兴战略背景下,推动县级图书馆总分馆建设,能够优化乡村地区文化设施网络布局,增加基层公共文化服务供给,缩小城乡公共文化服务差距,从而实现城乡公共文化服务均等化。本文在调研2012年以来县级图书馆总分馆相关数据和发展状况的基础上,重点分析县级图书馆总分馆在标准规范建设、设施网络建设、信息资源建设和服务、专业队伍建设四个方面的成就和不足:①标准规范逐步建立,但仍需进一步分类细化完善；②总馆数量有所增加,但布局亟待完善,分馆建设仍需加强；③信息资源总量增长迅速,但服务方式需进一步创新；④专业人才规模较为稳定,但队伍素质需进一步提升。建议文化主管部门从四个方面着力推动县级图书馆总分馆建设:①建立标准体系,落实业务规范；②完善基层网络,优化设施布局；③加强资源保障,丰富服务内容；④拓宽投入渠道,增加经费保障。建设“有标准、有网络、有内容、有人才”的乡村公共文化服务体系,为国家乡村振兴战略提供文化支撑。图7。表2。参考文献31。

In the background of rural revitalization strategy,promoting the construction of county level central branch library can optimize the network layout of cultural facilities in rural areas,increase the supply of public cultural services at the grass roots level,narrow the gap between urban and rural public cultural services,and achieve the equalization of urban and rural public cultural services.
On the basis of investigating the relevant data and development status of the central branch libraries at the county level since 2012,this paper uses a comprehensive perspective through detailed data analysis and a large number of relevant literature of the library,displaying the development and achievements of county level central branch library through charts. At the same time,it analyzes the objective difficulties and urgent problems faced by the central branch libraries at the county level in promoting the revitalization of rural culture,and puts forward targeted suggestions in combination with the goal of promoting the revitalization of rural culture. This paper focuses on analyzing the achievements and shortcomings of the central branch libraries at the county level in the construction of standards and norms,the construction of facilities and networks,the guarantee of information resources,and the construction of professional teams:1) the standards and norms are gradually established,but still need to be further classified and refined；2) the total number of libraries has increased,but the layout needs to be improved and the construction of branch libraries needs to be strengthened；3) the total amount of information resource is growing rapidly,and the service mode needs further innovation；4) the scale of professional talents is relatively stable,but the quality of the team needs to be further enhanced.
It is suggested that the cultural authorities should make efforts to promote the construction of county level central branch library from the following four aspects:1) establish a standard system and implement business norms；2) improve the grass roots network and optimize the layout of facilities；3) strengthen resource guarantee and enrich service content；4) broaden investment channels,increase funding security,and lead the construction of a rural public cultural service system with “standards,networks,content,talents” to provide cultural support for the national rural revitalization strategy. 7 figs. 2 tabs. 31 refs.
