面向“十四五”规划和2035年远景目标,以“创新、协调、绿色、开放、共享”为核心的新发展理念正在重塑公共图书馆发展的格局。本文遵循守正与开新辩证统一的思路,总结并阐释公共图书馆高质量发展的理念内涵、典型模式和实践进路。公共图书馆高质量发展理念以新发展理念为指引,在创新、协调、绿色、开放、共享五个方面相互统一,具备赋能行业实践的价值和作用；在新发展理念驱动下,我国公共图书馆探索出创新型、均衡性、可持续、内涵式和民生化的发展模式。新时代贯彻落实公共图书馆高质量发展理念的行动起点是要能回应数智赋能、深度均等化、可持续发展、社会数字化转型和全民阅读等时代要求,并有针对性地展开具体行动。未来应以新发展理念为基本遵循,促进理念与实践互动共生,不断创新实践样态与发展模式,进行核心要素提档升级,推动公共图书馆事业高质量发展。图1。表3。参考文献47。

Promoting the high quality development of public libraries is an inevitable requirement for the layout of “comprehensive well off society” and the overall construction of a modern and powerful state. Facing the 14th Five Year Plan and the long range objectives for 2035,the new development concept with “innovation,coordination,green,openness,and sharing” as the kernel is reshaping the high quality development pattern of public libraries.
Following the dialectical unity of inheritance and innovation,this article reveals the concept connotation,typical model and practical approach on the high quality development concept of public libraries. It is found that the high quality development concept of public libraries is predicated upon the new development concept,which is mutually unified in the quintuple dimensions of innovation,coordination,green,openness,and sharing,and it has the value and role of empowering industry practice. Its direct manifestation is to further build a smart library,seamless library,green library,blended library and authoritative library through the development concepts and means of technology empowerment,structural optimization,low tech and sustainability,resonance with social development,and people centeredness,so as to form the library development model of innovation,balance,sustainability,connotation and people's livelihood oriented.
Combining with the era characteristics and needs on high quality development of public libraries,this article advances the action starting point on the high quality development concept of public libraries in quintuple dimensions. 1) Innovation has become the first motive force for high quality development,so we should advocate innovative development in the context of digital intelligence empowerment. 2) Coordination has become an endogenous feature of high quality development,so we should advocate coordinated development under the melody of deep equalization. 3) Green has become a universal form of high quality development,so we should advocate green development aiming at the sustainable development goals. 4) Openness has become the essential way for high quality development,so we should advocate open development under the digital transformation of society. 5) Sharing has become the fundamental purpose of high quality development,so we should advocate sharing development from the perspective of national reading. Accordingly,this article puts forward the action directions for implementing the high quality development concept of public libraries.
Orienting to the future,in order to meet the people's growing needs for a better life,and the requirements of building a cultural power,the high quality development of public libraries in China should follow the new development concept,and we should push forward the balance of the high quality development concept of public libraries in the quintuple dimensions,the balance and spiral rise in the space time dimension,and the mutual promotion and dynamic balance between the concept and the practice system. It is expected that the function of the new development concept can be promoted in the process of constantly updating practice patterns and development models,upgrading core elements and high quality development of the librarianship. 1 fig. 3 tabs. 47 refs.
