我国的新型公共文化空间建设走过了十年历程。图书馆文化馆总分馆制建设直接带动了新型公共文化空间建设。“十四五”以来各级党委政府出台一系列推动公共文化设施和服务提档升级的政策措施,是推动新型公共文化空间建设快速发展的直接动力。目前全国已建成新型公共文化空间33 500多个,主要类型包括既有公共文化设施空间的创意性改造、新建“小而美”的新型公共文化空间、城市公共服务空间的综合利用、嵌入式公共文化空间、开放式公共文化空间、城市更新中腾退空间的改造利用、实体书店拓展公共文化服务空间。新型公共文化空间呈现出理念新、形态新、机制新、技术新和服务新的特点。新型公共文化空间的未来发展,需要进一步推进以新空间建设促进公共文化设施的布局优化；转变观念,扎实推进公共文化空间体系建设；坚持提升设施品质与强化服务功能并重；完善社会力量参与新型公共文化空间运营管理机制；推动新型公共文化空间服务融合发展,充实服务业态。参考文献33。

It has been ten years since the construction of new public cultural spaces began in China. The establishment of the central branch system of public libraries and cultural centers has been instrumental in directly driving the construction of these new cultural spaces. Since the commencement of the 14th Five Year Plan,various levels of Party committees and governments have introduced a series of policy measures aimed at elevating public cultural facilities and services,serving as a direct impetus for the rapid development of new public cultural spaces.
At present,more than 33 500 new public cultural spaces have been constructed in China. Among them,more than 27 600 have been newly constructed or renovated with government investment,accounting for approximately 83% of the total,while more than 5 800 have been built with the participation of social forces,constituting approximately 17% of the total. However,the construction of new public cultural spaces in a few provinces is still in its infancy,with less than 100. The primary categories include the creative rejuvenation of existing public cultural facilities,the development of “small and exquisite” new public cultural spaces,the comprehensive utilization of urban public service spaces,embedded public cultural spaces,open public cultural spaces,the transformation and utilization of urban renewal areas,and the expansion of public cultural service spaces through physical bookstores.
Compared with the previous public cultural service facilities,new public cultural spaces present the characteristics of new concepts,new forms,new mechanisms,new technologies and new services. These characteristics adapt to the new requirements of the people for high quality public cultural services and have become a prominent symbol of the high quality development of public cultural services in China in the new era. In the future,guided by the new cultural mission in the new era,to promote the further development of new public cultural spaces,we should seize the opportunity of the construction of new public cultural spaces to optimize the layout of the public cultural facilities system,shift paradigms and solidly promote the construction of the public cultural space system,put equal importance to improving the quality of facilities and strengthening service functions,refine the mechanisms for the participation of societal entities in the operation and management of new public cultural spaces,and promote the integrated development of new public cultural space services and enrich service formats. 33 refs.
