医学图书馆是汇集医学信息资源、提供医学信息服务和传播医学知识的中心,可发挥专业优势,在面向健康中国战略、建设中国特色新型健康智库过程中发挥关键作用。目前学界对医学图书馆参与新型智库建设的探索尚在起步阶段,相关理论和实践问题需要系统梳理。首先,本文通过文献分析和案例梳理总结图书馆与智库建设、医学图书馆参与智库建设的现状,并从推动面向健康中国的新型智库建设、赋能医学科技创新与医学科普行动、促进医学图书馆数字化转型与业务创新三个角度阐释医学图书馆参与中国特色新型智库建设的价值前景；其次通过深度访谈,从行动路径和发展过程两个维度分析医学图书馆参与中国特色新型智库建设的主流模式,包括“战略驱动+品牌转型”“机构重组+精准循证”“协同创新+业务拓展”三种,纵向上经历了三个发展阶段,即在智库活动起点发挥信息资源保障作用,在智库活动前端发挥情报支撑作用,参与智库建设全过程中的核心活动。再次,从动机障碍、机会约束、能力瓶颈三个层面剖析医学图书馆参与新型智库建设实践中的挑战。最后,对医学图书馆参与中国特色新型智库建设的未来发展提出若干建议。图2。表5。参考文献49。

Medical libraries,designed as centers of medical information resources,medical knowledge service,and medical knowledge dissemination,show distinctive advantages in playing crucial roles in implementing the Healthy China initiative and constructing new types of Chinese think tank. The investigations on medical libraries involvement in think tank construction have still been in the initial stage. Relevant theoretical and practical issues need to be systematized. This paper adopted a combination of literature review,case illustration,and in depth interviews to fully explore the value prospects and practice mode of medical libraries involvement in constructing new types of Chinese think tank.
Firstly,this paper summarizes the current status of libraries and think tank construction,and medical libraries involvement in think tank construction by literature review and case illustration. Then it explained the value prospects of medical libraries involvement in constructing new types of Chinese think tank from three perspectives:promoting think tank construction for the Healthy China initiative,empowering medical technical innovations as well as medical science popularization,and inspiring the digital transformation and service expansion in medical libraries.
Secondly,this paper conducts in depth interviews and analyzes the practice mode of medical libraries involvement in constructing new types of Chinese think tank from the perspectives of action paths and development process. There are three main action paths:strategy driven service and brand transformation,reorganization and precise evidence based consultation,and collaborative innovation and service expansion. Meanwhile,all medical libraries in different paths follow a three phase development process:starting as information resource curators at think tank initiations,then continuing as intelligence supporters in think tank preparatory work,and finally working as core participants in the process of think tank construction.
Thirdly,this paper analyzes the challenge of medical libraries involvement in constructing new types of Chinese think tank from three aspects:motivation barriers,opportunity constraints,and ability bottlenecks.
Finally,this paper puts forward several suggestions for the future development of medical libraries involvement in the construction of new types of Chinese think tank. 2 figs. 5 tabs. 49 refs.
