| Abstract: |
| Public library management systems in developed countries have clear relationships among government, society and library chief executive officer, and their accountabilities and responsibilities to be carried out respectively through library legislation, and the roles of library advisory bodies should not be neglected. By contrast, there are a number of problems in China, such as the lack of library acts, dislocation of government functions, weaknesses of the independence of library professional management and library corporate governance, new management system facing barriers caused by the existing management system, and so forth. The basic idea for establishing a new management system is to readjust the relations among government, society and library, to clarify their roles respectively by the philosophy of “separating the government and society, separating the government and library profession”, to safeguard self governance of library, and to establish a multi governance library management system of “Government oriented, library profession self regulation, public library corporate governance”. 20 refs. |

| 国外发达国家在公共图书馆管理体制方面较为成熟的做法是通过制定专门法律，明确政府、社会及法人的关系，各方依法履职，同时注重发挥咨询机构的作用。而我国公共图书馆在管理体制上尚存在着法制化程度低、政府职能错位、行业管理体系独立性差、法人制度欠完善、新型管理模式遇到体制性障碍等问题。构建新型管理体制的基本思路是：重新调整政府与社会、政府与图书馆的关系，本着“政社分开”、“政事分开”的理念，清晰界定政府、行业协会、法人等各自的角色地位，充分保障图书馆自主权，建立起“政府主导、行业自律、公共图书馆法人治理的管理体制”。参考文献20。 |
