| Abstract: |
The Views on Accelerating the Construction of Modern Public Cultural Service System, published by the General Offices of both CPC Central Committee and State Council, have established the fundamental principles for Chinese characterized modern public cultural service system.
Above all, one of the greatest breakthroughs of The Views on dealing with imbalanced development of public cultural service is to formulate the guarantee policy for standardization of basic public cultural service. Central government has published a national guideline as an attachment to The Views, and each local government has to lay down its own practical standards in accordance with their local economic conditions, social circumstances and regional characters. It is believed that practical standards should be implemented in more depth on the basis of county level, along with a dynamic adjustment mechanism. In this sense, the central-branch system, with county-level libraries and cultural institutions as its center, has an important part to play in constructing a balanced development between urban and rural areas.
Secondly,to improve the service efficiency is considered one of the most important tasks for modern public cultural service. Public libraries ought to make breakthroughs in the following three aspects:to reinforce the integration of cross-sectoral and cross-industrial resources for internal connection and interaction among various public cultural service institutions, to deepen and popularize public reading with a national-wide participation, and to achieve higher efficiency in public cultural service with creative thoughts and innovative approaches based on people's needs indeed.
Thirdly, from a perspective of furthering the impetus of public cultural service, The Views depicts and deploys the issue of socialization in cultural areas, which reflects a profound understanding and theoretical innovation of public cultural service. As a new function and a latest mission, to cultivate and promote cultural consumption is firstly proposed in The Views, in which the following three new approaches are clearly stated in promoting socialization:to establish and perfect the working mechanism of governmental procurement of social powers presently, to set up and build pilots for socialized operation of public cultural service facilities, and to promote and apply a cooperative mode of governmental finance and social capital.
Fourthly,to deepen and strengthen the integration of public cultural service and modern technology is also regarded as a prominent character of modern public cultural service system. In order to facilitate its integrated development, three main issues are in need of further solutions:to construct a comprehensive local digital platform with “one-stop” service, to improve the digital experiencing space in public libraries, and to impel an overall advancement of national digital cultural projects.
Fifthly,The Views expounds the guarantee policies of finance, talents and laws needed in public cultural service. Governments, at or above the county level, have to calculate the actual expenditure according to the stipulated national standard, to budget for the capital, and to ensure the capitals needed for local inhabitants. More importantly, the transfer payment from central and provincial government should shoulder the function of supporting the poverty-stricken areas and encouraging the developed areas. Meanwhile, it is advisable that flexible personnel management approaches should be adopted by non-profit cultural institutions. Under this circumstance, working staff of public cultural service, who are specifically allocated to grass-roots level, should be fully subsidized by governmental finance. Furthermore, The Views initially promotes that to obligate the education of students specializing in public cultural service in current national education system is of great necessity and significance in the long run. Lastly, when it comes to the cultural legislation, the fourth plenary session of eighteenth CPC Central Committee has regarded it as a focus and emphasis to advance rule of law. Law on the Protection of Public Cultural Service is expected to be deliberated by Committee of National People's Congress in 2015, and Public Library Law has been listed as a top bill for current session of the National People's Congress, and the Regulations of National-wide Reading Promotion has become a legislative plan for Legislative Affairs Office of the State Council. Overall, current legislation process of public culture in China has marched into a new era of holistic construction, key-point breakthrough and rapid advancement. 14 refs. |
