               completely inclining to e-only policy will undermine the basis of journal holdings as well as
               weaken libraries’ social function of passing on the cultural heritage.
                  Synthesizing the findings and analyses above, the authors proposed some reliable tactics and
               strategies in building journal collection of academic libraries. As for OA resources, based on the
               integration of OA resources, academic libraries need to develop OA policy and its detailed rules,
               “and to cooperate with international scientific communities to promote an international convention
               for open access to achieve coordinated efforts towards healthy and sustainable development of
               open access” (Chinese Academy of Sciences, 2014). Generally, the most crucial work of academic
               libraries is to coordinate the development between electronic and print collections. The collection
               building of academic libraries should be conducted in accordance with the following three
               elements: the patrons’ needs, the collection development policy, and the collection of key discipline
               assigned by CASHL. Precise analyses on the quality, temporal coverage and scope of databases
               combined with acquisition budgets should be utilized to optimize the database combination. It
               also means, the e-only policy is far from a universal collection development policy. Print format
               is a promising candidate when the full-text database have long been criticized for its collection
               continuity and quoted price. Seeking to coordinate development of the three resources, overlap
               analysis will be the next study focus of the authors to facilitate further research on this topic.
