system and the development of public libraries: An
analysis about the Views on accelerating the construc-
tion of modern public cultural service system

Abstract
The Views on accelerating the construction of modern public cultural service system, published
by the General Offices of both the CPC Central Committee and the State Council of China, has
established fundamental principles for the development of Chinese modern public cultural service
system. Accordingly, the Chinese Central government has published a National Guiding Standard, and
government agencies at each administrative level and geographical region are required to establish their
own standard based on local economic and social conditions respectively. The improvement of service
efficiency is considered to be one of the most important tasks of the modern public cultural services. As
newly-launched missions, the cultivation of cultural consumption as well as the integration of public
cultural services and modern technologies are the propositions prioritized in the Views. In the modern
public cultural system, the guaranteed policies of finance, human resources and laws are needed in the
public cultural service system. In the long run, the establishment of tertiary education of the public
cultural service and cultural legislation are of great necessity and significance. At present, the Public
cultural service security act is expected to be considered and assessed by the Committee of National
People’s Congress in 2015.

At the beginning of 2015, the General Office of CPC Central Committee and the General Office of
State Council have jointly published the Views on accelerating the construction of modern public
cultural service system (2015) (hereinafter Views). This is a critically important governmental
document, which aims to guide the construction of a modern public cultural service system in
China. In fact, this document includes a specific method for the implementation of the strategic
and holistic development of futuristic construction of modern public cultural services, which was
proposed at the 3rd Plenary Session of the 18th CPC Central Committee of the Communist Party
of China. This has been a key task for the Central Cultural System Reform and Development
Work Leading Group since 2014 (Xinhua Net, 2014). The supportive research and draft work
