vulgar at all. However, it is worth noting that, in the market-oriented economy, popular culture is
embedded with a number of social factors and values, such as individualism and fashion. Thus, it
should be guided and nurtured by the government because these trendy components are of wide
popularity and great influence to adolescents and youngsters nowadays. Therefore, in public
cultural service system, popular culture should function as “edutainment” not only to promote
cultural consumption, but also to achieve harmonious coexistence between cultural undertaking
and cultural industry. However, there is no denying that backward culture still exists and mingles
with popular culture. According to the Views, those backward culture should be transformed into a
socially-beneficial culture, rather than being simply discarded. In contrast, those baneful culture,
such as extremism, terrorism, hedonism and so on, should be firmly boycotted and rejected as
they can undoubtedly jeopardize our national security, threaten physical and psychological health,
and endanger social order. Precisely classifying different types of culture and articulating targeted
approaches are of great significance for the healthy development of public cultural services, which,
to a large extent, reflects that our ever-increasing confidence of culture and understanding of the
nature of public culture in new era.
In addition, the remaining four principles, namely, governmental leadership, social
participation, communal building and sharing, reform and innovation, have also been given with
new comprehensions in accordance with the Views. When it comes to governmental leadership, it
is explicitly stipulated that government at all levels should propel forward public cultural services
at an equalized step according to local standard, which is an effective approach to promote
cultural equalization through standardization, an important proposal upheld at the 3rd Plenary
Session of the 18th CPC Central Committee. In terms of social participation, it has been elevated
to a high status as a developing impetus and core momentum in constructing modern public
cultural service system. The emphasis of the participation of social powers indicates a multilateral
cooperation of government, market and the entire society. In terms of communal building and
sharing, it cannot be simply used as a mechanism to lower service cost. Instead, it offers an
opportunity to make the best use of human resources and material resources in order to achieve
a holistic development between the general public and society, and finally to promote the overall
efficiency of public cultural services. In terms of reform and innovation, the most important thing
is to integrate technology with public culture services in all possible aspects. Meanwhile, it is
incorrect to merely regard the integration of culture and technology as a technical issue or two
irrelevant domains. In short, confronted with these prominent issues, the Views demonstrates a
number of new ideas, methods and initiatives in the construction of modern public culture service
system.
2 To promote a balanced development
The ultimate goal of public cultural services is to equally provide basic cultural services to
