public libraries. Digital network technology application and the “Internet + public reading service”
in particular make the development of China’s public librarianship begin to stand on the same
starting line with the public librarianship in the developed countries. Public libraries should take
advantage of the opportunity and have the courage to make break-throughs. The following aspects
should be explored actively.
First of all, the modern public cultural service concept of “justice” and “equalization” should be
upheld, the service mode should be improved, and innovative service measures should be adopted
in the public library. People should focus on promoting public reading services to different regions,
both urban and rural areas, and different groups of people, especially to the social lower-middle-
class people and their children, senior citizens and disabilities, migrant workers, rural left-behind
women and children.
In addition, according to the economics principle of “No better is best”, it is necessary to
question the developmental pattern bundling public libraries and public benefit of reading services.
Viewing the classic mode from the perception of “demand orientation”, public libraries can
improve the efficiency of public reading services to break up the gold rule.
The third, some of the “monopoly” status and roles could be changed in public libraries.
Social forces have the relative superiority in the reading services to the public. Also, social forces
participating in public reading services is the basic rights given by the socialist market economic
system. The right attitude is necessary for public libraries. Guiding and supporting social forces,
enhancing development drives, and improving service efficiency are important for public libraries.
The fourth, by applying advanced digital network and big data technologies, and through
establishing public library resources “cloud storage”, public library services can break the
boundary of the regions, departments as well as agencies and support the public digital reading
“cloud services” across different locations.
Finally, the decision-making functions between “governing” and “handling” in public reading
affairs after “separation between government and institutions” could be realized in public libraries,
by constructing the board system with decision functions, emphasizing public welfare property,
and defining functional orientation.
