periodical sources, and demonstrate rich description and discussion. These articles not only
provide experience, which was generated and developed through previous projects, but also
deliver opinions on the approaches of integration as well as the conceptualization of technical
implementation in real practice.
This paper analyzed and synthesized four main research orientations on public digital cultural
resources integration in foreign counties. 1) The necessity and desirability of investigating public
digital cultural resources integration. 2) The approaches for integrating public digital cultural
resources. This perspective mainly involves resource development, organization, access and
acquisition, retention and preservation, as well as user service provision. 3) Useful and practical
technologies for public digital cultural resources integration. These technologies include digital
visualization, linked data applications and platforms, two-dimension code technologies, and
cloud computing. 4) Problems encountered and potential solutions in the processes of public
digital cultural resources integration. Problems can emerge from the collaboration between
heterogeneous public cultural organizations, the dissonance of metadata standards, and the
protection of intellectual properties. Many scholars abroad have explored and discussed the causes,
consequences and mitigating strategies to these problems. Based on the literature analysis, it
has become clear that there is a growing concern about the integration of public digital cultural
resources. Researchers have focused on the life-cycle management of digital resources and the
implementation of newly emerged technologies. Also, the articulation of metadata standards has
become a popular research topic.
On the basis of the findings, theoretical basis and experience developed and shared by the
overseas researchers, the investigation on the integration of Chinese public digital cultural
resources should focus on and reinforce the following perspectives: 1) establishing effective
mechanism for inter-organizational collaboration; 2) formulating a integrated set of pragmatic
metadata standards; 3) further strengthening the development and implementation of digital
visualization, linked data, two-dimension code, and cloud computing technologies; 4) intensifying
the research on intellectual property problems.
This paper contributes to both practice and theory development in three perspectives. Firstly,
this paper identifies the origin and different stages of public digital cultural resources integration.
Secondly, from the perspective of life-cycle management, the paper explores and evaluates the
development, organization, access and acquisition, retention and preservation, as well as the
provision of user services of the public digital cultural resources. Thirdly, this paper sheds light on
the future development and implementation of new information technologies, which can be used in
the integration of public digital cultural resources.
However, this paper also includes two limitations. Firstly, due to the limitation of SSCI database,
probably not all relevant articles were retrieved and included for analysis. Secondly, the study of
metadata standards and intellectual property protection requires further intensification.
