Factors of intermediary variable are embodied through optimization of public information services,
which includes enriching forms, advancing functions and unifying standards of public information
service, and process re-engineering, which means realization of synergistic supply institution
through communication, coordination and collaboration by multi-bodies of public information
service with shared goals. Factors of dependent variable are reflected in the design and application
of performance evaluation of public information services, the evaluation design of which includes
evaluation content, evaluation method and evaluation process, and the application of which is to
inform the independent factors with the feedback of evaluation results so as to provide fundamental
basis for adjusting, optimizing and formulating public information resource management policy
and public information service mode in China. Based on the systematic study on the social co-
governance mode of the public information services, this paper demonstrates the feasibility of the
detailed social co-governance mode of the public information service by the contrastive analysis of
the public credit information service policies in Shanghai and Jiangsu.
Compared with other studies, the paper is unique in that public information service mode in
China is constructed in the terms of social co-governance, while the existing mode of public
information service is supplied only by government agencies or public institutions. The value of
the present study is also reflected in its considering relative factors and variables of optimization
of public information service in a systematic framework in order to propose an effective solution
to the problem of fragmentation in research and application of public information service at
present. In terms of theoretical contribution, theories of information resource management could
be enriched and theories of service-oriented government could be completed by the present study.
In terms of application, this study is based on local or practical experiences in public information
service, inherent requirement of social governance, and attaches importance to reformation of
public information service from “top-down design”, and therefore could provide solutions
to practical problems of public information service, such as fragmentation, lack in quantity,
deficiency in quality, etc.
