            same time, statistical analysis shows that the above-mentioned “central lowland” is a new issue
            emerging after the implementation of the 12th Five-Year Plan. Such issue is also prevalent in
            many other fields. For example, through the Fourth Evaluation of Chinese Cultural Centers in
            2015, we can easily find that Central China is at the bottom of many rankings of cultural center
            development indicators. We believe the efforts to revitalize public libraries in Central China
            should focus on the following aspects: 1) The macro adjustments of national policy. Appropriate
            adjustments should be made by the central government in the aspects of capital, resources and
            supporting policies to accelerate the development of public libraries in Central China to the
            national level as soon as possible. 2) Specify and strengthen the main responsibilities of local
            governments. At present, the most realistic, effective and rigid way is to implement the National
            Basic Public Cultural Service Standards (2015-2020) and local guidance in order to establish
            the financial support system based on standardized calculation, which ensures the local resident
            population to be entitled to enjoyment of public cultural services. 3) Speed up the construction
            of the central-branch system of public libraries on the county level. By seizing the opportunity
            of the government-guided construction of the central-branch library system, public libraries in
            Central China should enhance the competence of the central library in the county and then forge
            more capable branch libraries in rural areas. It can be said that the innovation of the system of
            central-branch public libraries and the resource sharing and communication are regarded as
            the most valid approaches to elevate service ability in Central China. 4) Expand and deepen
            the application of “Library+” and “Internet+.” “Library+” refers to the integration of library
            services and other industries, which is the key task to achieve social participation in Central
            China. To establish the online platform of county central-branch public library system is the key
            to deepening digital services. Based on the Internet, the operation process of public libraries has
            been altered and the service pattern has been greatly innovated, which provides more effective
            resources with docking needs. 5) To improve the guiding function of evaluations. Accordingly,
            the performance-oriented incentive mechanism should be set up and the evaluation system of
            levels, regions and the whole system should be established. 6) Seize the historic opportunity
            to promote the construction of public cultural service system in underprivileged areas. There
            are 261 nationally-supported under privileged counties in Central China, which accounts for
            31.4% of China’s underprivileged counties. In order to implement the Construction Plan of
            Public Cultural Service System in Underprivileged Areas, the party committee and government
            of the underprivileged counties should firstly find out the holistic situation, and then map out
            the construction list according to scientific calculation, which lays out an accurate target for
            poverty alleviation with cultural precision. In a word, the development of the public libraries in
            underprivileged countries is of great significance in elevating Central China out of the “central
            lowland”.
