adults, to the elderly. Regarding readers in different ages, the reading measures and services might
not be the same. For instance, as the intellectual and mental development of children is not mature,
the right reading materials for them should be attractive in form and easily understood, while the
right materials for the elderly need to be in larger font size and easier to identify, owing to their
physiological characteristics.
(3) Reading ability category
The category consists of general readers and special readers. General readers have certain reading
ability and some understanding about the value and methods of reading. The reading services
for this target group should focus on providing abundant reading materials and friendly reading
environment. Special readers refer to those are “confined, could not make use of regular library
resources” (Panella, 2014).The groups include, but are not necessarily limited to, people in hospitals
and prisons, homeless people, persons in nursing homes and other care facilities, the deaf and people
with dyslexia and dementia (IFLA, 2015a).The reading programs for these people should attach
more importance to the measures and services which develop, transform and reshape individual’s
reading behavior, such as providing “book delivery” for the disabled, the sick, and other readers who
could not access books normally, providing “reading habit correction” for readers with dyslexia, etc.
2.3 Resource dimension
The National reading system construction involves the process of producing, transferring and
utilizing reading materials, thus the evaluation should correspond to different stages(see Figure 3).
