and assessment of national reading based on multi-dimensional integration
or market research institutions is needed. For example, the survey and evaluation on children’s
reading ability can be assigned to scholars in children education, which would be tested by
the scientific means of experimental group and control group to evaluate the impact of reading
promotion activities on children’s reading ability.
(3) Establish the feedback and incentive mechanism for national reading assessment
On the one hand, the construction and revision of national reading assessment standard should
take views of all parties into consideration, especially the citizens, to gain their insights on the
assessment. The comments and suggestions could be collected by feedback form, telephone,
mail, WeChat, microblog and other ways, and be used to modify the assessment standard and its
methods. On the other hand, the national reading assessment should be included into the cultural
development and the performance evaluation system. This requires establishing the incentive
mechanism for award, which would encourage and support the advanced regions and departments
to motivate the organizers, and learn from their good practice and experience to promote the
intensive and sustainable development of national reading.
4 Conclusion
National reading assessment is a large and complicated project, involving various responsible
bodies. It refers to laws and regulations, administrative mechanism and institutional system in the
implementation, which is a process that needs continuous exploration and improvement. Firstly,
it requires building awareness of national reading assessment, drawing up plan and policy, and
conducting by region, stage and level in a progressive way. Then, the assessment should make full
use of the existing research achievements and practices, especially the experience of public culture
service system, and enhance the evaluation on other nonprofit cultural projects, like the systematic
development of book families, village libraries and trade union libraries. Besides the improvement
of the public culture service system evaluation, it should increase the attention on non-public
cultural projects, like private organizations and the book market, to make national reading
assessment more complete and comprehensive. Finally, the assessment should be conducted in
a leading and exploratory way and from easy to difficult based on current level, which shifts the
focus from breadth to depth, and from the quantity-centered to quality-centered gradually.
