Eight major problems in the development of the librarianship in China

With the socialism with Chinese characteristics entering a new era, the Chinese librarianship is
entering a new era. The promulgation of the Law on Public Libraries, the people’s higher pursuit
of a better life, the need for an innovative and knowledge-based construction of the country, the
rapid advancement of information technology, the proliferation of information resources, and the
changing conditions of funding and premises, all of these have raised new questions about the
development of the librarianship.
In order to clarify the new task of the new era, new technology and new demand for the
present Chinese librarianship, we should recognize the general direction of the development of
the librarianship and put forward eight major problems that affect the work of the library and the
education and research of the Library Science: how to deal with the opportunities and challenges,
how to improve the legal system of the library, how to deal with the application of new technology,
how to strengthen the service ability, how to improve the quality of library work, how to promote
the sharing of information resources in the crossing-systems and interdepartmental libraries,
how to move social forces to run the library and how to strengthen the education and research of
Library Science. This paper analyzes these problems by using the method of literature analysis and
historical research. It was found that library had played an important role in social development. As
long as it actively responds to challenges, it will be an inseparable and important part of the society
in the future. At the present stage, Chinese libraries should continue to undertake the basic tasks
of borrowing and reference of document information, and pay more attention to the connotative
knowledge service, diversification and personalized service tasks of document information. Both
tasks must be completed and must not be neglected. This is especially true for libraries that are
underdeveloped and unbalanced. We should continue to work on the basis of the promulgation
of public libraries to promote the introduction of the “Library Law”, including various types of
libraries, and to modify and improve certain provisions, such as the professional education of
professional librarians and curators, degrees, treatments, etc. We should also formulate detailed
implementation measures and implement them in grassroots public libraries. The sustainable
development of the librarianship should be promoted according to law. We also should utilize new
technologies such as big data and artificial intelligence to promote the realization of the core values
and functions of libraries, adhere to the principle of people-oriented rather than technology-led
development, give full play to the enthusiasm of all types of talents in libraries, improve the service
capabilities and quality of libraries, and speed up the sharing level of the information resources
in the crossing-systems and crossing-departments libraries, tie up the connection and interaction
among libraries and all levels of society, stick to the core content of the Library Science, and
