the law is in line with practice of the international library community, an epitome of continuously
enhancing and perfecting personal information protection in the Internet environment.

7 Encouraging the participation of the public

The construction of public cultural service system has been adhering to the principle that the
government plays the leading role and the public also make contributions. Over a decade we have
got a better understanding of public participation. The Third Plenary Session of the 18th Central
Committee of the Communist Party of China made it an important task to introduce competition
and to prompt socialization of public cultural service in public cultural service system construction.
The Accelerating the Construction of Modern Public Cultural Service System issued by the
General Office of the CPC Central Committee and the State Council considered social forces a
driving force for public cultural service development. Based on experience of practice, the PLL
makes some effective and mature policies law to encourage the public to play their role.

7.1 Basic principle

The PLL makes the encouragement of public participation in public librarianship the basic
principle. The General Provisions prescribe two major tasks of encouragement: encouraging
citizens, legal persons and other organizations to build public libraries by self-raised funds; and
governments at or above the county level encouraging the public to participate in building public
libraries (Article 4). The Public Cultural Service Security Act of the People’s Republic of China
(2016)concluded means of public participation into building public libraries, subsidizing programs,
sponsoring activities, providing equipment, donating products and so on, which are major ways
for governments at or above the county level to motivate the public to take part in public libraries
development. The PLL prescribes that the government should provide policy support for public
participation. At present, policy support includes three aspects: ① supporting cultural enterprises
to develop public cultural services such as program allowances, oriented subsidies and load with
discounted interest; ② purchasing public cultural services from social forces; ③ giving tax credits
to those who make donations to public cultural services.

7.2 Purchasing public cultural services from social forces

The Accelerating the Construction of Modern Public Cultural Service System issued by the General
Office of the CPC Central Committee and the State Council requires that the system of purchasing
public cultural services from social forces should be established and perfected. The Public
Cultural Service Security Act of the People’s Republic of China (2016) makes law the purchasing
