② “deposit” refers to the free submission and conservation; ③ the object of legal deposit is the
NLC and local provincial public libraries where publishers are located. It is a great breakthrough
that the PLL enlarges the scope by adding local provincial public libraries with the consideration of
strategic backup, conservation and cultural security of national documental information. Compared
with similar regulations, the PLL establishes the system that publications are only deposited in
public libraries, which is helpful to solve the problems of depositing to multi-institutions and waste
of resources. It also helps to realize the original intention of deposit. The PLL underlines legally the
management, operation and services of public libraries in China and sparks a new chapter of public
librarianship. However, implementing the law is more difficult than making it. The implementation
requires specifications and regulations in line with the PLL, which is an urgent task. It also needs
supervision and inspection to ensure that the law is observed and strictly enforced and lawbreakers
are brought to justice.
