will it not be separated from the original intention and essence of the library and the development
of the library will be more stable.
1.1 Historical changes in the focus of library services
Librarians have been trying to interpret the core elements of libraries to guide the construction
and development of libraries. In different historical contexts, its focus is different. The concepts
of “Five Laws of Library Science”, “Three Elements” and “Five Elements” (J.W. Wu, 1992) have
influenced the development direction of libraries for several generations. In the new era, the focus
of library construction has also changed. Wu Jianzhong (2012) explored the library knowledge
service system from the three aspects of “people”, “resource” and “space” in the Transformation
and Transcendence-the Ubiquitous Library, and emphasized that the construction of contemporary
libraries should be based on “people”.These three points summarized and interpreted the inner
core elements of the library. The development of the library is constantly affected by the external
social environment. Therefore, the development history of the library is the history that changes in
external social environment drives the evolution of internal factors (as shown in Figure 1).

First of all, from the perspective of historical time, from the ancient sealed library pavilion to the
modern gradually open library, “resource” have been the center of library construction. Printing,
digital storage and network technology enable the library to accommodate more abundant forms
of resources, and to disseminate knowledge to users through physical entities or in a virtual way,
which makes the library continue to play the role as the resource center and gradually become the
document center to bring convenience to users’ knowledge acquisition. Secondly, the richness of
knowledge sometimes does not meet the needs of the increasingly diversified knowledge of users.
