Deepening the Corporate Governance Structure of Public Cultural Institutions and the Public
Library Law of the People’s Republic of China, has stabilized the corporate governance of public
libraries, and brought it under the rule of law. The board of trustees system has achieved substantive
progress. During the process of the reform, public libraries all over the country followed the trend,
made bold explorations, practiced actively, and sought to the construct and develop the corporate
governance of public libraries in accordance with the actual conditions of China.

1 The profile of corporate governance pilots in public libraries in China

In August 2014, the former Ministry of Culture had launched the pilot project of the corporate
governance of public cultural institutions, and chosen ten pilots according to the requirements of the
limited quantity and high quality. Seven of these pilots are public libraries, which collectively represent
the eastern, central, and western areas of China, and different administrative levels and categories (see
Table 1). These national pilots have planned to spend two years on practical explorations. Key points
of cultural works in 2018 has showed that the central government determines to promote the corporate
governance pilots of public cultural institutions, and pointed out the pilots above the provincial level
should be advanced and series of corporate governance construction exploration models should be set.
During the past three years of the pilot project, every pilot has made positive progress.
