should become the basic principle for the construction and development of the board of trustees
for the public libraries in China. Analysis of the composition of trustees of the seven pilots could
prove that external trustees are the majority in all the pilots (see Table 2). Moreover, the feedback
mechanism is deficient. Even in the Fengnan District Library in Tangshan, Nanjing Library, and
Wenzhou Library (see Table 3), where the board of supervisors was set up, social representatives
were lacking or missing. Insufficient participation of social forces is due to insufficiency of the
incentive mechanism and the government supporting policies.
