               NLC and cultural affairs, which indicated their staying true to the original mission “Inheriting
               civilization and serving the society”.
                 Xi Jinping also stressed that the NLC had played a positive role in inheriting Chinese
               civilization, improving citizens’ literacy and promoting economic and social development over the
               110 years. Generations of NLC staff had contributed their wisdom and strength. He then extended
               greetings to NLC staff.
                 Xi Jinping pointed out that the library marked the level of cultural development, and it was an
               important place to nourish national spirits and cultivate cultural confidence. He hoped that the NLC
               could pursue a correct political orientation, advocate excellent Chinese traditional culture, innovate
               services, push forward nationwide reading, better satisfy people’s spiritual and cultural needs and
               make new contributions to building up the strength of the nation through cultural development.
                 Founded in 1909, the NLC now holds almost 40,000,000 volumes and receives more than
               5,000,000 visitors yearly. Lately, eight NLC retired experts including Ding Yu and Xue Dianxi
               wrote to General Secretary Xi Jinping. In the letter, they conveyed their pride in witnessing NLC’s
               continuous development with national prosperity, and their confidence in staying true to the
               original aspiration and promoting new progress of librarianship in the new era.
                 General Secretary’s reply has resonated across the library and the academic community. NLC
               directors, retired expert representatives, representatives from the local areas, university libraries
               and professional libraries, and academic experts elucidated their understanding of General
               Secretary Xi Jinping’s reply and reflected on its significant meanings.




               5G and smart library construction

               The development of fifth-generation mobile communication technology, 5G technology, is
               accelerating. With the ultimate experience and greater capacity, a world of Internet of everything
               will soon be opened. And the data flow will bring about a smart society with machine learning
               and artificial intelligence; the library will also enter the era of wisdom. At present, smart libraries
               at home and abroad have shifted from theoretical discussion to application development. The
               new technologies and standards of 5G will affect the information organization and information
               dissemination of libraries, combining big data, cloud computing, artificial intelligence and other
               technologies to accelerate the process of smart libraries.
                 The purpose of this paper is to explore the impact of 5G on the development of smart libraries.
               The paper first introduces the development of 5G technology and smart libraries, and describes
               the three basic design scenarios of 5G and the innovations of various new network architectures
