libraries have been integrated into the comprehensive public educational institutions. In fact,
different types of public cultural institutions tend to be inclusive and integratable in their origins.
From the general trend of library development in the international scope, space reconstruction,
function expansion and service integration are the new trends of libraries in this generation. In
China, library science has made important contributions to the theoretical development and policy
formulation of public cultural service, which are mainly manifested in the fruitful achievements of
theoretical research and the full participation of think tanks. The trend of pluralistic integration in
humanities and social sciences, the requirements of national cultural development strategy and the
needs of completing the public cultural service system have set new challenges for libraries in the
new era, hence the new growth point of library science in China is to enlarge the research scope,
enrich the research object, enhance the research value, and expand from a single library field to
a broader public cultural domain. The mature theory of library science can benefit more public
cultural institutions. It highlights the Chinese characteristics in the theoretical system of library
science and contributes to the construction of Chinese public cultural theory system, policy system,
discipline system and discourse system. The cognition of library science under the perspective of
public cultural service system helps to cope with the national cultural development strategy, to
meet the needs of integration development of public cultural service and build library science with
Chinese characteristics under the background of “New Liberal Arts” development.

From Chinese experience to Chinese approach: Towards the
internationalization period of the theoretical research of library science

The article focuses on the relationships between the theoretical research of China’s library science
and that of the external library science. The author considers these relationships as a breakthrough
point to find out the future tendency of theoretical research of China’s library science. In order to
further understand and elaborate the inner logic of the interaction between Chinese and external
library theory, the author constructs an explanatory framework, and points out that the influence
of political and diplomatic factors on the theoretical study of library science mainly shows their
impact on the theoretical researchers, and is mainly realized through the internalization of the mode
of thinking. With the help of the explanatory framework, the author further points out that the
theoretical study of Chinese library science is going to the period of internationalization. In the past
100 years, the focus of the theoretical research of Chinese library science has been the “localization
of advanced experience”. With the revival and rise of China on the world stage, the focus of the
Chinese library theoretical research will shift to the internationalization of Chinese experience in
