            resources to support and serve national scientific and technological innovation, as well as social
            production and public life. On this basis, the Chinese library community stands ready to take a
            more active part in the cooperation for the preservation and protection of world cultural heritage,
            and take the initiative to assume the responsibility of protecting the memory of world civilization.
              Second, we shall create a new ecosystem of information services in the era of open sharing.
              Libraries serve as an important link in the chain of social information exchange and
            dissemination, and they are intermediaries for people to obtain and exchange information. Today,
            the boundaries between creators, disseminators, and consumers of information are becoming
            increasingly blurred, and libraries themselves have multiple roles. Facing the rapidly growing
            information resources and fiercely competitive information service industry, it is more urgent than
            ever for libraries to give play to their professional competence in the organization, processing,
            and dissemination of information and knowledge. Also, it is more urgent than ever for libraries
            to strengthen open access and sharing with other information service resources, not only for the
            library sector itself, but also for the global knowledge and information environment.
              Therefore, it is necessary to further strengthen the library’s information intermediary function.
            Supported by the library’s capabilities in information processing and service, as well as in
            managing information sources and information end users, we shall build a highly open, integrated,
            and shared multiple-source information integration service platform, thus effectively bridging
            the supply and demands of all information producers, service providers and consumers. This
            platform should further advance the library’s core competency in “finding the right information
            and knowledge resources for every patron, and every patron the right information and knowledge
            resources”. With the aim of setting up an information and knowledge service “supermarket”,
            libraries can realize the provision of integrated supply of various information service products
            to public, commercial, and non-profit service institutions. Libraries can also accomplish smart
            discovery and push of information products by establishing a multi-dimensional, three-dimensional
            data labeling system for various types of knowledge resources and services, as well as by collecting
            accurate, objective and comprehensive demands of user groups various types of. Through this
            information platform, users choose to receive public, non-profit or even commercial information
            products and services at their own discretion.In this platform service model, the value of the library
            is reflected in the professional integration, screening and organization of resources and services.
              Collections are the most valuable resources of libraries. There are many types of resource
            data among library collections, including bibliographic data, text, pictures, audio and video, and
            databases. The data should be well-utilized in order to give full play their values. Libraries should
            publish collection resource data in a comprehensive and systematic manner on various self-built
            platforms, especially in the linked-data format for the ease of use, and provide open interfaces
            to encourage third-party applications as well. Meanwhile, under the premise of protecting the
            library’s own rights, libraries can provide open sharing of collection resource data to social public
            service platforms; further explore the establishment of cooperation mechanisms and application
