service innovation in the following five or ten years will be developed. 3) In respect of national
strategies such as cyber power and smart China, the developmental trends and characteristics of
modern digital information technologies, and their application in the construction, management
and service in public libraries at home and abroad will be tracked. The strategy of technological
innovation and digital development of public libraries will be studied considering the changes of
functional definitions and social demands. 4) The innovative development in fields such as library
building concepts, space design and functional layout will be kept abreast of. Attention will be
paid to key issues and prominent problems. The strategy of space development of public libraries
in the future will be dealt with, integrating culture and tourism as well as culture and technology.
The social influence and influence factors of public libraries will be assessed and analyzed to find
weak links and main problems and to bring up the marketing strategy. 5) Results and experience
of reforms and innovations in such fields as corporate governance structure reform, incorporating
social forces and performance evaluation will be summarized. Characteristics, advantages and
weakness of present management system in public libraries will be analyzed objectively. New
ideas in reforms and innovations in management system will be addressed.
Thirdly, strategic research on core operations and key areas in the development of librarianship
will be done, trying to clarify the objective and pathway of enhancing core competence, core
competitiveness and sustainable capacity. The research includes the following aspects. 1) The
status quo of ideological work and its effect on the development of librarianship will be analyzed
in accord with requirements in General Secretary XI’s reply to retired experts of the NLC.
Suggestions will be made on keeping to the correct political orientation, holding the socialist
ideological position and promoting core values of socialism. 2) Based on results of promoting
fine traditional Chinese culture in recent years by public libraries, objectives and strategies of
boosting creative evolution and development of fine traditional Chinese culture, and fulfilling the
public library’s role as the significant venue of nourishing national spirits and cultivating cultural
confidence will be discussed. 3) On the basis of analyzing and comparing policies, methods,
experience and characteristics of construction of national information resource guarantee system at
home and abroad as well as the development and changes of resource production, communication
and utilization, ways to strengthening the construction of information resource guarantee system
in the following five or ten years will be studied to better meet the reading demands of the public
and to guarantee the innovative development of national economy and society. 4) The research will
continue to further reading service and cooperation, and plan the development strategy of national
reading service system jointly. Special attention will be paid to identify objectives, ideas, key
tasks and methods to promote juvenile’s reading and improve service efficiency. 5) The impact,
challenges and chances of cross-boundary integration in the Internet + context on public libraries
will be examined. The cross-boundary cooperation strategy will be put forward.
At present, the librarianship is in the window period of reforms and innovations. The
principles are undefined and consensus is not reached on many issues. Provincial and major
