from analog to digital, then to data”. In 2005, with the release of the Digital Specification of Paper
Archives, the risk management theory was introduced into the management of electronic records,
and progress was made in the research on the theories of digitization of archival information, digital
archives and digital divide generated with the trend of digitization. In 2010, the National Archives
Administration issued the Guidelines for the Construction of Digital Archives, and the research on
the ecological system theory and service system theory of digital archives became more popular. In
July 2015, the State Council issued the Guidelines on Actively Promoting Actions on “Internet+”.
In 2017, the research project on the new business type of “Internet + Archives” was approved
as a national social science project, which promoted deep integration of Internet innovations
on archives with various economic and social fields. In the face of challenges in organizational
structure, development mode and management, the community of theoretical research on archives
put forward academic ideas such as building a “dual mass” development circle, engaging the
public in the management of archival data, and providing customized innovation services related
[25]
to archives . In 2018, with the transformation of the national informatization strategy from a dual
track system to a single track system, the field of archival science proposed the “transitions from
analog to digital, then to data”, which marked the formation of the archival information theory
with Chinese characteristics.
Sixth, the digital humanities theory and archival science theory are initially integrated. The two
theories are closely related, and have extensive and profound connections with the development
visions of modern archival theories, such as “mining the value of archives”, “empowering the
future with history”, and “promoting the integrated development of disciplines in the context
of new liberal arts”. In practice, FENG Huiling’s team has promoted the convergence of digital
humanities with the training of talents of archival science, the development of the discipline, and
the construction of institutional and academic communities through longitudinal and horizontal
research projects such as “Beijing Memory”, “Digital Protection and Inheritance of Gaoqian
Ancient Villages in Taizhou Municipality of Zhejiang Province” and “Research on Knowledge
Integration of Multiplex Heterogeneous Archives of Ancient Villages in the Context of Cultural
Big Data”.
2 Concepts in the construction of the basic theoretical system of archival
science with Chinese characteristics
2.1 Leadership of the Communist Party of China
The leadership of the CPC provides fundamental guarantee for the construction and development
of the basic theoretical system of archival science with Chinese characteristics. Adhering to and
supporting the leadership of the Party is the top requirement. The establishment and development
