| Up to the end of 1992 Liaoning Province had attainde its goal of setting up libraries for each of its cities，counties and districts. It is true that the development of all the levels of libraries is the result of many—sided effort made, bat the key to it is the close attention paid to macro control and the introduction of competitive mechanism. |
