| 近年来基层公共图书馆建设成绩斐然，但也较普遍存在缺乏吸引力的情况。应双管齐下，除继续加大政府投入外，应在基层公共图书馆建设中确立读者立场，以服务区域公众具体需求为建设主要依据，以对话模式的公众参与制度完善建设模式，以大文化大服务的定位提升服务能级。探讨这一问题不仅有助于基层公共图书馆建设实践，而且也能丰富图书馆学理论。参考文献24。 |

| Although there have been great achievements in the development of public libraries in recent years, shortcomings are still visible. The author proposes to pay attention to reader position, which means to consider readers needs in the development of libraries and readers participation in the establishment of policies. This position is beneficial not only to library development practices, abut also to the theoretical researches of library sciences. 24 refs. |
