| 采用文献调研、案例研究和政策文本分析等方法 对我国社会力量参与图书馆建设的制度保障进行研究。我国当前社会力量参与图书馆建设活动按性质可分为三类：对政府办图书馆事业的捐赠和支持活动；公益性和半公益性图书馆举办；营利性和非营利性图书馆举办。国内现有图书馆法规对社会力量办馆规定较为笼统 没有区分上述不同性质活动。从国外立法经验看 规范对象多为公益性图书馆 很少涉及营利性、非营利性图书馆。据此 本研究对公共图书馆立法提出一些原则建议。表1。参考文献12。 |

| Based on documentary investigation case study and analysis of relative policy this paper deals with the legitimacy of social libraries and voluntary support for public libraries in China. According to the nature of activities social powers participating in current Chinese librarianship can be divided into three categories: voluntary support for public libraries; social libraries developed with donated resources for public benefit; commercial circulating libraries and subscription libraries operated under profit or non profit driven purpose. There are few general rules in Chinese library laws which do not differentiate above mentioned actions. From the perspective of foreign library laws private public libraries are commonly not taken into consideration. Therefore this study attempts to give some suggestions on general principles for forthcoming library legislation in China. 1 tab. 12 refs. |
