in 2013, achievement have been accomplished, to name but just a few, like Dongcheng District and
Chaoyang District in Beijing, Wuxi New District in Jiangsu Province, etc. From the achievements
above, it has been proven that the participation of social powers is potential in China at present,
particularly for those newly-built middle or small-sized public cultural service facilities and
venues. Thirdly, to encourage and advocate Public-Private-Partnership (PPP) in the construction
of the modern public cultural services. In recent years, PPP has been repetitively and successfully
applied in the construction of infrastructure, but few in the public cultural services. Therefore, in
the future, according to the Views, more will be adopted. At present, “Three-flavored Study and
Café”, in Jiangyin, Jiangsu Province, is a perfect case. Under the overall guidance and leadership
of the local municipal government, the partnership between the public library and café has been
established. The café provides places, rooms, facilities and working staff, whilst the public library
offers book resources, inner-city delivery, management system, staff training and some suitable
financial rewards. Jointly forged by the public library and the café, a municipal reading union has
been successfully generated (Chen & Wei, 2014). In the near future, this mode of partnership will
be promoted in many places and areas, such as telecom offices, bank branches, etc. and thus more
related industrial services can be integrated into public cultural services. Basically, in the public
cultural service system, the innovation of socialized development is to diversify service suppliers
and supply modes by encouraging marketization and competition, which can definitely drive and
deepen the internal reform of the cultural sector. By activating competitive edges, the service
efficiency and service quality will soon be enhanced, which is a real reflection of facilitating
modern public cultural services through socialized development.
5 To promote the integrated development between culture and technology
Another prominent feature of the modern public cultural service system is to promote the
integrated development between culture and technology. It is clearly stated in the Views that
based on the substantial technological needs in the public cultural services, more technological
innovations should be introduced to specific plans designed to advance integrated development in
a deep-going way. For public libraries, three primary issues have to be resolved.
Firstly, to facilitate locally-comprehensive “one-stop” service platform. Nowadays, digital
services provided by the public library should embark on a track of “one-stop” service that
integrates with other public digital cultural services. On account of this, in order to realize
communal building and sharing of resources, more advanced technologies should be utilized,
more comprehensive service and management platform should be built, delivery capacity and
long-distance supply capacity should be enlarged so that the so-called “last one kilometer” (refers
to technological obstacles) will be conquered by digitization and the “full coverage of service
network” will be accomplished by the public library.
