An analysis about the views on accelerating the construction of modern public cultural service system

of the 18th CPC Central Committee, cultural legislation is one of the key tasks to be strengthened
and reinforced. As to cultural legislation, the primary task is to establish a law that can guarantee
people’s basic cultural rights. Since the early 2014, Public cultural service security act, the basic
law of public cultural services, has been experiencing an unprecedentedly progress, which was
presided by the Committee of Education, Science, Culture, Health of National People’s Congress.
It will soon proceed into the deliberation process by the Standing Committee of the National
People’s Congress after the current general public inquiry (Xinhua news interview, 2015). In
addition, the Public library law has already been listed into a first-class legislative project by
National People’s Congress, and will be reviewed within this year by the Standing Committee.
Moreover, the National reading promotion ordinance has also moved ahead as another legislative
plan by the Legal Affairs Office of the State Council. All in all, the overall legislation of public
culture has marched into a new era of holistic construction, pivotal breakthrough and rapid
advancement.
