An analysis about the views on accelerating the construction of modern public cultural service system
refers not merely the online delivery platform of resources and services. In fact, the digitization of
facilities, construction of intelligence, special-purposed equipment, system and software should
all be included in the construction of digitization. Until now, Chinese public libraries have already
accomplished tremendously in this field. For example, various digital experience spaces have been
set up and applied, such as digital resource, management system, self-serviced borrower, electronic
reading device, RFID, etc., which have ignited a rapid development of high-end industries in recent
years. To move forward the construction of digital experience space, a harmonious and coordinated
progress of public culture and cultural industry will be generated.
Thirdly, in order to continuously promote the National Digital Culture Benefiting Project, the key
task is to coordinately carry out those cultural benefiting projects, which are closely-related to the
library, particularly the promotion of digital libraries and electronic reading rooms. To summarize,
public cultural services should explore more efficient approaches to facilitate the digital culture,
set up more pilots, create service mechanisms, and finally realize common building and sharing of
digital resources and services at the grass-roots level.
6 To apply creative ideas, powerful enforcement, supportive policies
The construction of modern public cultural service system needs powerful supportive policies.
On this account, the Views depicts and deploys the financial, talents and legal guarantees through
creative perspectives.
As to government financial guarantee, the main body of liability lies in the local government,
according to the Reform of Governance and Expenditure Liability, which was proposed at the 3rd
Plenary Session of the 18th CPC Central Committee. Basically, the operation of public cultural
services belong to the regional public services. Therefore, the liability also goes to the local
government. The Views clearly announces that the needed government financial supports above
county-level should be calculated in accordance with local standards. Moreover, the financial support
of basic public cultural services should be included in the local fiscal-year budget. Only through these
ways can the required capital be guaranteed for local residents. Regarding to this, three innovations
cannot be ignored. Firstly, “calculation in accordance with local standard” is highlighted, which
means that, in the future, the actual and exact financial support will be calculated by fact-based
decision rather than rough assumption, or solely based on some leaders’ personal preferences. After
all, the local standard is formulated in accordance with national framework and is based on local
facts and situation. Therefore, the fact-based calculation according to the standard is a new form of
administrative appropriation system, which completely changes the past-day “money goes first, work
comes later” into a new working mechanism as “work goes first, money comes later”. Secondly, the
targeted group of public cultural services is the local residents rather than the registered population.
In fact, to target on the local residents as serving group can better reflect social fairness and justice in
current progress of Chinese urbanization. Thirdly, the scope of governmental guarantee is a “basic”
