new library providing services for teachers and students. For example, when Hong worked in
Central University Library, he made library management regulations such as “the library reading
rules”, “newspaper reading room rules”, “magazine reading room rules” and “the library borrowing
rules”. When he worked in East China Normal University Library, he made “book acquisition and
registration interim working instructions”, “faculty and staff borrowing rules”, “student borrowing
rules”, and “interlibrary loan interim procedures” (Yu et al., 2013). The borrowing rules made by
Hong in Central University Library stipulated that student, faculty and staff, and users from outside
the university should apply for different library cards, and reasonable and detailed punishment rules
were set for overdue books. According to the book reserving rules, users could fill in the call slip
first if the book had been borrowed, left address, and reserved the book at circulation desk, then he
or she would be notified sequentially when the book was returned, required to borrow it within the
deadline, or else the book would be put in storage. Despite that the technological conditions were
out-dated, these rules and regulations about circulation had detailed levels and sections, as well as
clear and logical organization, which was not much different from the rules nowadays.
It is important to establish well organized and easily retrievable catalogue for the sake of convenient
usage of collection by users. Hong Fanwu pointed out that a complete library catalog should include
title, author, category, analysis and shelf location. This catalog system was convenient for finding
out whether the book was in the library, retrieving all works of one particular author collected in
the library, researching a certain issue and object, and getting to know all categories of books stored
in the library (Hong, 1926). In 1923, western language cataloging in Southeast University Library
included six catalogues, author, category and title in addition to subject catalogue. During the period
of Central University, the catalogue system consisted of author, title, category, reference and analysis.
As a tradition of Southeast University Library, Foreign Textbooks Center of Southeast University
kept subject as a part of catalogue system until the 1980s. Teachers of Southeast University Library
were invited to introduce experience on the conference of Foreign Textbooks Center of the Ministry
of Education (Wang, 1987).
3 Talents are the most important in library development
3.1 Valuing education, cultivating talents
Hong Fanwu was aware of the importance of Library Science education early. He regarded
Library Science as a discipline, and librarians should be trained. In July 1922, Hong submitted a
proposal on “adding courses of teaching library methods in middle school and normal school” and
was approved at the 1st annual meeting of Chinese Association for Educational Promotion (CAEP)
(G. Li & Ye, 2011).
Hong Fanwu explored spare-time training actively in order to popularize knowledge of Library
