homogeneous sample, and gave consideration to various sample of different gender, age, cultural
degree and social capital to guarantee sample diversity and comparability. Therefore, we selected
thirty typical interviewees as evidences of empirical study, who are listed in Table 1 with detailed
demographic information, and cover the core concept categories in the theory. The questionnaires
referred before include not only the digitally poor individuals, but also those digitally rich
ones. However, the thirty interviewees are mostly in situations of digital poverty except a few
comparable samples. For example, students on different levels are not frequently covered in the
typical sample for that they are seldom digitally poor. Based on core conceptual domains and
related text segments, we interpret ICT access, usage, and expectations.
