will get higher frequency of ICT usage when they have more neighbors and friends who are skilled
at digital devices (GS12). It is showed in Table 4 that the typical individuals have various ways of
information seeking.

As presented in Table 4, TV and broadcasting are still the main traditional information sources
for those rural digitally poor communities. Computers and the Internet are still on the penetration
way. It deserves to mention that some of the interviewees have possibilities of making use of
computer and the Internet to get information because of their careers, although they have not
purchased or got access to computers. For instance, the interviewee of no. AH2, who is a local
doctor, is required to search information on village cooperative medical services via devices in
health center, although he did not buy computer for himself.
