and supply of goods (GS1), searching for cooperative medical care information (AH2). From the
point of social capital and social relations, the more neighbors and friends rural residents own, the
higher possibility they will get access to ICT devices (GS12, CQ1). Correlation between bonding
social capital and information behaviors has been proved to be empirically true(Liu, H. Yan, & Y.
R.Wang, 2013). Relation between education and access to ICT is not obvious in our study, and the
possible explanation is the small differences in education background among the digitally poor
residents who live together for a long time in the same village. ICT acceptance status of the thirty
typical interviewees in Table 2 are divided into access to mobile Internet, no access to mobile
Internet, access to computer Internet and no access to computer Internet, to differ the access depth
of rural residents and describe the diversity of digital poverty among individuals.
