community mainly take the wait-and-see attitude. Scholars surveyed academic publishing houses
in China for the conditions of and their interests in open access of academic books. The results
indicated that most supported that it should be done step by step. Only 1/9 publishing houses
regarded it practicable and 79.17% considered partly practicable (Z.H. Wu, 2017). Compared with
international development, we have a long way to go.
7 Public digital culture and targeted poverty alleviation
At present public digital culture services have two tasks: to improve efficiency of public culture
services and to advance cultural targeted poverty alleviation strategy.
In improving efficiency of public culture services, the first thing is to construct consolidated cloud
services, constructing national public cultural service cloud and digital resource repository to promote
co-building and sharing of public cultural resources. We can learn from Europeana and Digital Public
Library of America, which integrate related resources. Their common place is that they adopt data
cloud in the center and resources are stored locally instead of collecting all local resources in the
center. Digital Public Library of America is divided into two parts: service cloud and content cloud.
Service cloud is vertical and related to resources in states; and content cloud is horizontal and related
to resources in other domains. We can draw on their experience. The second thing is to advance
the formation of new patterns integrating online and offline public cultural services to realize the
connection of supply and demand and to realize the equitable and convenient services.
In advancing cultural targeted poverty alleviation strategy, firstly we should strengthen the
awareness that public digital culture services serve national poverty alleviation strategy. Poverty
alleviation is not only an important national strategy but also the global pursuit. On September 25,
2017 UN passed the 2030 Agenda for Sustainable Development. With 17 sustainable development
goals and 169 targets covering economic, social and environmental domains, the agenda aims to
alleviate poverty, eliminate inequality and protect the planet. In the 17 sustainable development
goals the first is to end poverty in all its forms everywhere. In the past 30 years China has
eliminated poverty for 700,000,000 people. By 2020 China will get rid of poverty. Libraries can
contribute in two aspects. Firstly, libraries should play a key role in cultural targeted poverty
alleviation. Based on precise identification, precise help and precise management, libraries should
adjust measures to local conditions and people and make the best use of the circumstances.
Adjusting measures to local conditions emphasizes adaptability. The price of resources and
tools should not be the higher the better. The key is to make advantage of local resources and
intelligence. Adjusting measures to people emphasizes effectiveness which should vary between
persons, families and villages instead of one-size-fit-all approach. Making the best use of the
circumstances emphasizes sustainability. It is not merely for overcoming poverty. It also aims at
guaranteeing the cultural rights of peasants and satisfying their cultural needs, and facilitating
ecological protection, business development and increase of peasants’ income. Secondly, libraries
